Mission Statement for the Davenport
Charter Review Committee
The Davenport Charter Review's
purpose is to preserve the city's
history and share this heritage by
reviewing local ordinances. Local
ordinances are created and reviewed and
changed as a result of the needs, wants
and desires of the community at large.
These local laws guide as the City
grows, reshapes and revitalizes itself in an effort that will embrace
our past while working toward a brighter
future for all of Davenport's Citizens.

This letter is to
bring everyone up to date as to the
purpose and progress of the Charter
Review committee in examining our City’s
Charter.
What is a City
Charter?
The State of
Florida provides for “Home Rule” which
means that incorporated municipalities
are allowed to make local law provided
such law is not superseded by the laws
created by the State of Florida.

The City
Charter addresses the form of
government for the City

Delineates the
manner in which governmental powers
are distributed
-
These local
laws are the “rule book” used by the
City officials and City staff
-
Code of
Ordinances represents local laws as
created by the City Commission
-
The local laws
apply to everyone equally
-
ONLY by voter
referenda can the City Charter be
changed
Why is the
Charter being reviewed?
Local ordinances

Committee meets in City Hall on the
First and Third Wednesdays of each month
from 6:30 to 8:30 P.M.
